Challenge
A government agency hired a global IT consulting firm to modernize its legacy Oracle Forms applications (PL/SQL codebase). The target future state was to build an Oracle Database with a React front end to improve user experience and a .NET mid-tier to enhance data integrity, performance, and middleware capabilities.
